That goes by lvl of spell, so if you use a 68lvl spell you lose 10%.. so even if your at lvl 70, and you are casting a lvl 67 spell it will still extend it 20%.. corect?

Yes, a level 67 spell will always be extended 20%. Also, the 10% per level is 10% of the effect. So a level 68 spell would reach 18% farther (20%-2%<10% of 20%>). A level 69 would go 16% farther, and a level 70 would go 14% farther. Its a nice effect. End of story!

The 20% extended range is nice, until you hit 68+ !!! Why make it required 65 when you will only benefit from the extended range for 3 more levels???

The rest of the stats are nice, but if you lose 10% each level above 67, at 69 you have 0% now...makes no sense to me, unless I am reading it wrong.

You are readin it wrong.
10% decrease of the effect. So:
67 = +20% range
68 = +18% range
69 = +16% range
70 = +14% range
