Quest says nothing about using a Tanaan Forge, New or otherwise.
I made a Gemming Tool in a "Forge" in Kelethin
and one in a "Forge" outside the small bank in PoK.
You do have to use the right components for it to combine,
which is a mistake I made and corrected.
Amazing how that works.
