It's 45% nuke focus for lvl 70 and below magic nukes and as of yet it only exists in citidel of anguish and as you know it is the last zone in OOW so they never even bothered to finish it until someone zoned in for the first time. So left over BS like this is left all over the spell.dat file and other crap. Why be prepared when you don't have to be...

What does "3: Limit: Spell: Thunder of Anguish" mean on the effect breakdown?

Actually that limit would have meant that this effect only works with that spell. Luckily they fixed the effect to work with any Buff-type spell.

it means the effect will NOT affect the spell: Thunder of Anguish (whatever that is). So it works on everthing else.

with the stamina cap now being 405, even some time / GoD geared people are finding themselves short of the cap w/o stamina buff. that being said, this is not a GoD quality loot by a long shot, its more on par with VT. For most people at that level of the game this would be an upgrade.
With this being no drop gear, and the STA and hp being as high as it is, I could see a warrior wanting this. With the Weight being .9, i could see the monk useage.
With the spell effect, i could see the caster only rant, These would be sweet for any class,
What basis would you establish for who gets these?
