The spell works on "OOW" mobs up to level 68. From my experience all mobs in prior expansions over level 64 are marked uncharmable. This includes vxed and tipt trials where a higher level charm would have been useful, but when cast on a lvl 65 pooka i got "this NPC cannot be charmed".
Also of note is that charmed mobs in OOW hit considerably softer when they are charmed. Normally a mob might hit for 900 but when charmed it was hitting for around 250.
