This dropped tonight on Oakwynd. Oakwynd had PoP/LoY come together, so can't speak specifically for PoP, but it does drop during LoY at the very least (so safe to assume it drops during PoP as well)

Does this drop everytime ??
I found the named sand scarab at (-1316,-879) and he had it.
My guess is you have to clear PH beetles for him to appear...
he's not always up, so when he is then he should drop it.
If I see him and he doesn't have it I'll point it out.
