i was messing around in kerra isle with my 46 necro and this the guy starting attacking me pet took it out really quik had the whip first try, put it on my bard, use it for proc then put it away

Spahi has no PH, and is on a 8 minute timer, give or take a few seconds. Very fast.
Spahi spawns on the island in Kerra Ridge. More specifically, on the platform in the pit with 3 tigers and the long ladder.
Unfortunately, I got the whip from the 23rd Spahi I killed. So while a fast spawn, it could be a long camp.

And it'll be a huge faction hit. It may not be worth it considering the other quests that you'll miss out on if you make yourself KOS to Kerrans.

The proc is something like a 20 or 30 point AGI buff for my SK at level 30. I thought this thing was junk at first, but it's rather nice if you've got the STR to lug it around - just use it to attack a green mob and it'll eventually proc - effect lasts for 30 minutes.

A good strategy for getting this is to make one of the tigers who aggro you your pet. Being a druid, i beguiled one, told my pet to attack, casted a dot and he was done. Too bad he didn't have the whip.
P.s. Be carefull of how many times you kill this guy, remember your ruining you faction with the kerrans each time

P.S. the tigers will not agro if you cast harmony, but make sure you snare the spahi before you attack, he is faster than sow and can swim faster than you as well.

I soloed him easily at with my level 30 druid. There is a really easy trick to it as a druid. Cast harmony one the higher of the two other cat people there, snare the spahi, and simply swim back to the docks and wait for him to show up. when he does, root and nuke him out. he was blue to me at 30, but only took me down to half mana when he died.

This is for the primary hand slot only. Also, i killed Spahi and got it after 8 spawns. Fast respawn about 8 mins. You can tell that he has it, since he will carry it in his hand.

Thw WT is 8.0 like the pic shows, but the data says 9.0. It is Primary Melee only and can be put into medium containers.

kerran tiger Spahi looks like a normal Catman. He coned green at 35. He isn't hard to kill, The super Buffed Wild tiger that are by his side are. All the other Kerran will heal him and the Tigers.

He doesn't always have the whip. You will see him wieldign the whip if he does have it. Seems still a fairly common drop off him. The wild tigers hit hard!!!...and often. thier are 3 of them that will aggro on you. They are in the pit that surrounds were the Spahi is and they will help him. As was said the other kerran around him will heal him. Bigest problem with him..the tigers will aggro from a good distance away..they will TP right to you and attack. Witch makes it diffeicult to deal with 3 nasty tigers at once. Good tactic I used with my druid was to drop a dot on spahi tigers aggro..spahi takes alittle bit of time to get to you..back up and proceed to fear(terrorize animal or what ever) the tigers..once spaht make it to you..you can drag him alittle ways back thiers a corner were thiers no other kerran arond kill him quick loot(even if no whip) runt o zone to clear aggro on tigers. Rinse repeat if no whip.

Spahi is on the tiger island inside Kerra Isle. Go to the area with the two docks and swim out to the island. He is there.

at 30 and 31 i have killed these cats several times and killed jojo ( mystical claws of jojo) who's ph are the tigers in the pit. never once have i got their drops... bad luck i suppose:(

forgot one thing.. while your waiting for jojo to spawn kill the high level wharf rat in the building by the docks (sometimes named sharptooth) and give the sharp tooth to the kerran on the docks, rat is about a 5 minute timer, i did that quest the whole time inbetween jojo spawns and i'm stll indiff to the kerrans..

uuuum... just wanted to tell you the tigers in the pit are NOT jojo's PHs, his ph is the "tiger" that spawns in his place, 20 minute spawn timer, i'v gotten about 1 jojo out of 3 spawn, not bad at all actually, gotten 2 pairs of claws (supposedly common) and 3 pairs of gloves (supposedly rare *shrug*) just thought i'd tell you=)
