That you haven't seen it yet doesn't mean it's not real. Skyshrine armor is nowadays not so frequent persued since you can obtain with a decent guild simular or better drops in several luclin zones without all the hassle of questing faction watching etc. etc.

I haven't seen them myself yet but compared to other skyshrine armor the stats are more or less in line. Makes me wonder what you'll say about VT beserker drops (quests) mabe you'll say the same.
