Cleric spell Armor of the Zealot would be affected, Druids Steeloak Skin would be affected, and chanters kei line would be affected. Personally as a Cleric, i would rather stick with what i have than spend DKP on this. total crap for any class other than enchanter imho.

Extension ONLY FOR MANA REGEN spells. So unless your HoT is different from mine, it's not going to help.
We have Mind Wrack what about that wont this item have an effect on it? if it did that's another 200 or 300 extra mana we get from it.
Sorry, Mindwrack is detrimental so this won't affect it. Po9 and chanter buffs are definitely affected. BoR is spell haste not mana regen, tho clerics in my guild have this for stats. Shame BL isn't a class that can use for Spiritual Dominion.

Mind wrack might be Detrimental, but the recourse is Beneficial as this link shows.

Druids have 9's, Clerics have Armor of the Zealot, and Shaman have Focus all which do increase mana regen. I would probably say, because of the regen as well, it's a awesome Shaman piece.
Focus doesn't increase mana regen. Whoever told you that or wherever you learned that from is wrong.
All of the listed classes have a way to regen mana as a self or casted buff anyways, why pick out classes?
This is more attunded to a chanter as a focus-alone item. With stats, it's great for any of them.

it would seem to me that enchanters would be more likely to want this, since the effect makes mana regen spells last longer.. not just any spell.. if i had a high lvl enchanter i sure would want this!

not necro IMO. I'm a necro and when lich ends just recast. We cannon buff anyone else so the effect is wasted on us. Now, stats are stats and this piece is amazing, but if you are picking a class based on the effect, this doesn't help the necro as much as it would another class.
IF there was a time based beneficial "twitch", now that would rock........
to add, look at what other items have this effct:

By "time based beneficial twitch" I assume you mean Mind Wrack, this effect should work on it.
in the description Alla has it doesn't say anything about Regen or Mana Regen 3.. However the picture says otherwise. Does it or does it not have these attributes?
Look under "Additional Modifiers" and you'll see the +3 to both regens =)
I checked Lucy since it does not currently have the Lucy link here. And yes indeed it does have the mana regen + 3 and regen +3 on it.
