I added the faction hits (and one increase) to the fish's mob entry.

It is possible to kill these without taking a faction hit. I logged in with my unused lowbie necro to do the kills cause I didn't care about his faction, turns out not to matter for him:
1. Summon pet
2. Jump in the water and target fish
3. Climb back out of water and move to opposite side of pool from fish
4. Have pet kill it
The pet will jump in the water when you do. The key is to give the attack order with the pet in the water, and you out! If you don't, and the pet is on land to get order, you will take a hit. Have now killed 9 this way in the last few minutes, only took two hits, both cause I didn't see that my pet had left the water til too late.
I have reported this exploit to the GM's, cause it's honestly not supposed to be this way. /sigh. Bloody conscience... doesn't mean they'll do anything.

Just wanted to add that these fishies could be fished in Felwithe... Felwithe south, in the big pond where the Casters guilds are ;)

Greetings. I've done the Stein of Moggok quest a number of times to finance my spells and jewelry making, and have been quite annoyed as of late because Frostbite hasn't wanted to cough up the fish for a while now. I've tried several times in the past few weeks. I've tried after patches went public. I've even tried right after Frostbite popped when someone killed him. I've not petitioned yet, but am thinking about doing so.
Any thoughts?

I've had this problem twice while doing the exotic drinks quest (out of the 10 times I've done it). Are you still using the same regurgitonic? When I would offer it, Frostbite would say, No thanks, I don't need this, you can have it back. (AHHH!!! A talking dog!!) I had to destroy that flask and do the quest again. The next tonic I get, he usually responds to.

Went to hand Frostbite in WK the Regurgatonic tonight...he gave it right back to me. So this may no longer be an option. Bummer I had to kill him for the fish, bad barb faction killing their favorite doggy.

One sure way to get the fish is to make a temporarry character (pure meele is best) and level him to 2, to make it easier, kill this fish and log back on with your "quest doer" and get the fish. You'll be best off if you have a friend that guards the corpse while you camp and log.

Undernearth the UFO in Qeynos Cleric guild is a pool that contains these fish.
Be warned, killing them has a large faction hit, the knight in the water doesn't like people killing the fish and there is reportedly a rare God spawn in the form of a fish to protect his sacred koalindl.
The longer way is to do the regurgetonic/frostbite option for good faction.
Required for Exotic Drinks (Stien of Moggok) quest
