it is Robe of the Lost Circle.. and you get the Robe of the Whistling Fist when you turn in the KC and Chardok Pipe, Johnathan's song and Robe of the Lost Circle.

You turn in this item and one other that drops from a monk in LGuk, and you get a tailoring pattern and a Needle in return. The pattern, needle, a bard song, and a shadow pelt all combined make the monk robe, which is later turned in for the Robe of the Whistling Fist, which in return is later used for gaining the monk epic.

Don't forget that you need the headband and sash as well...
