I have finished the Cleric Armor Quest in Qeynos (Rodcet Nife).
Afterwards I get a mission to deliver a Bag of Rations to a Scout in Blackburrow.
After delivering that Bag I get a Report back from the Scout and are supposed to deliver that Report and 1 Perfect Gnoll Skin (Got that) and 2 Severed Gnoll Paws (Never found those).

I have tried this with both the Severed Gnoll Foot (2 of them of course) and the Gnoll Paw droped from the Shaman in Blackburrow. NONE of these worked.

I have yet a couple more things to try and those are...

Get a pair of Gnoll Paws again from the shaman and turn in the Report first, THEN the Skin and the Paws...

or...

Go to Splitpaw in South Karanas and see if any Severed Gnoll Paws drop there.

Anyone know if the Splitpaws in S.Karanas drop them?

I've almost finished the Freeport Cleric armor quest, and I have received the quest for the mace (I'm assuming thats what it is, it isn't even posted here yet.) The quest calls for 2 Gnoll Paws, however, and I have yet to see any drop. Tried to turn in feet, but got the "err, thanks but I don't know what to do with this" speach. Do only shamen drop the gnoll paws, and if so, where are they all?

I've got what sounds like the same basic quest for my Qeynos Cleric armor finale. I found one from some sort of Gnoll in BlackBurrow. Now I only wish I could remember what kind. I think it might have been a Shaman as you said though.

My quest called for a Severed Gnoll Paw though, and I haven't seen those. Like you found, Severed Gnoll feet didn't work for me. I'll let you know if the "Severed" was just a typo once I can find one more Gnoll Paw.

I had one 'Gnoll Paw' drop after about 4 hours in BB. It did drop off the shaman as was mentioned above. This is different from the Severed Gnoll Foot for the monk newbie armor quests, although it looks the same. It is also non-stackable (but tradeable)where the Severed Gnoll Foot is stackable. The spot where the shaman spawned usually had a commander (semi-common) or guardsmen (most common).

The gnoll paw from the dwarf bandits in Butcherblock is lore, no drop. Seems to be a quest item, but cannot find info anywhere. Same for small wooden leg (pegleg) and qued's tongue. Info on any of these would be appreciated.

I have gotten a few off Gnoll Shamen in BB, but have been unable to find what quest they are part of. Can anyone advise?

I have the same problem. Have gnoll paw from bandits in bb LORE and cant find waht it is for.
Peglegs leg either so far.

I know they are used by wizard's for research but they must have another purpose besides this one.

From what I've read, the paw, and wooden leg were all parts of quests that got nerfed a couple years ago. I dont know why VI hasn't taken the items out yet, but I doubt that they're looking back at fixing any of the problems in the old world.
