Well its one of the best mana pieces...and the list says cleric. I know if I had a cleric and I was awarded this I would use it reguardless of the effect.

Riverstar, you're incorrect. With the exception of specific Bard songs (Battlecry/Warsong of the Vah Shir, Rizlona's Call of Flame, etc), Bard haste songs *do not stack* with spell haste. As I explained below, while the Bard song will still take effect on someone with a haste spell, only the highest haste effect will count towards the actual haste number. So, if you have enchanter haste of 60%, and a bard song giving you 30% haste as well as other effects (str, dex, whatever), the 30% bard haste component will be ignored. For a great explanation of this, check out this post on The Concert Hall. It's the most clear, concise and accurate description of haste stacking that I've seen so far.
Azrielgavan, yes, war song will stack with other haste songs. All of the stackable-haste Bard songs will stack with the non-stackable haste songs. Two stackable-haste songs, however, will not work together (they are the same line, so the weaker spell will be overwritten).
Most likely not. You might get the Haste of something that had stronger Haste on it, and still get the ATK buff from Timespin, but I don't have any hard info on that.

You're way off, Yevun. Just because this is a different effect doesn't mean it stacks with another Haste. Worn haste is a hard rule: only one works. Want a quick example? Ranger epic and Envenomed Moccasins. Different effects (Swift Spirit on Ranger epic, Haste on boots), both worn haste, don't stack. In that example, the 41% haste from the boots would override the 40% haste on the Ranger epic, while the 30 ATK (raw, 40 equipped) from the epic would still be counted. The same goes for many bard haste songs and enchanter haste. While the 'chanter haste would most likely be greater than the bard song, most bard songs include other effects (str, atk, whatever). The enchanter haste would be counted over bard haste, but the bard effects would still count.
Here is the rule of Haste: one item, plus one spell or song. Yes, there are exceptions. A couple Bard songs (Battlecry/Warsong, I think) have haste that stack with both items and spell haste. Two forms of spell haste will not stack, even if they appear on the buff list. For example, Nalot's Quickening (20% haste, clicked from Eyepatch of Plunder) and Vallon's Quickening (Enchanter haste). If you have Nalot's on and someone casts Vallon's on you, they will both appear on your buff bar. However, they don't stack, so Nalot's is just sitting there inert. As of now, and barring any more wacky SoE changes, worn haste items don't stack, period.
edit: for reference, I don't mean a haste item that you wear. I mean an item with a worn effect including haste.

Your highest char is 56, so you have NO right to say someone's guild isnt even capable of watching, even if its not. i am assuming your highest char is only 56 because its the highest on your sig, and i'm sure if you had higher you would list it.
