ok what happened? I did the turn in and instead of a reinforced jeweler's kit, I received a planar....
/sigh realized that I must have used a planar in the turn in :(

Not to despair. The tailoring merchant Tonlyei Lyhin of the Abysmal Sea sells Shimmering Steel Thread. Her location is 44, 145, 113. And the price is just under 53 platinum.
