A caster is better off with a shield and a primary anyway and gets more stats from it. Also the Great Staff of Power (a 2hb off RZ in Time) has even better stats and more hp/mana than this weapon. Really silly and a waste of work if a caster/priest goes for it. It's much better suited on a tank. This is one of the least impressive rewards really from this tedious quest. The earring and belts are alot better even though there are much better and easier-to-aquire items out there for that kind of a raid force needed to take her down.
i'm a wizard (http://www.magelo.com/eq_view_profile.html?num=721567) and i just picked up the beacon.
Fact is, the beacon drops 9 times out of 10, so anyone who wants it can have it really. The belt and earring are certainly better... and certainly more rare.
The ranged stats are unbeatable, especially for a tank. 50ac and 240hps blows everything else out of the water in that regard.

Right now the Unlit Beacon is pretty much an FFA loot in my guild. Had 2 drop last Uqua we did. The bile is decided on by officers, but I know that many casters and melee are trying to get this item.
Why?
Because you simply can not beat the stats on it, period. At the level of play you have to be to be doing Qvic and beyond everyone pretty much has more then max FT and just about every focus effect they want. It is the stats and especially resists that you are looking to beef up.
I know 3 people in guild that have this at the moment. NONE of them use it for anything but a range slot stat boost unless they are just playing around and beating on a Moss Snake or something.

My Druid currently has 200 in 1 Hand Blunt, and 189 in Offense, 37 in 2 Hand Blunt (yeah yeah, I know, I only have Staff of the Earthcrafter to work with), and 145 in 1 Hand Slashing. This would replace my Festive Doll, but I doubt I'd get this unless some guild didn't even want the drops.
Nah, it's no-drop. Any time you hand a no-drop item to a pet or NPC, it's immediately destroyed. (With the obvious exception of quest items handed to a quest NPC; the quest item is processed and THEN destroyed. :) )

RANGE SLOT! just make sure you dont toss it. I recall the jokes about tossing the dagger that dropped out of crushbone can you imagin accidentaly tossing this?
its more like a bow that maybe a shuriken or throwing axe. You can use it as a range but you will never throw it away. Besides its no drop. In the lord of the rings did you ever see gimlee throw away his uba axe?.... no
my guild killed the cragbeast queen 3 nights ago and nobody knew how to complete the quest for the lodestar so i was the only one who sent tell for the bile.
There is a mob you kill in Uqua who drops the Unlit Beacon, which is a container. You get the Phosphorescent Bile (spelling bah) from the Cragbeast Queen, put in the container and hit combine, ta-da, yer the proud owner of a Lodestar. :)
