The Worn spell haste on these and on the Nightcrawler Leggings is for Beneficial Spells only. Buffs. It is the highest spell haste available for Beneficial spells before Time. Its best uses are for chain casting Rune or Rune like effects and using dink group buffs to outpace a Debuff AoE. Otherwise its a nice toy for fast buffing before a Raid/Group. It does not effect clickies in any way.
As an Enchanter I use it for Self rune which drops Arcane Rune 3.5sec casting time before AA's. And YES it DOES stack with the AA buff haste abilities. Chain Rune chanter tank anyone?

It may be worth noting that "beneficial effect" does not mean just buffs. It also affects things like Gate and summonings. It does not seem to affect all non-attack spells either though.

Focus effects never stack, you just get whichever one is better. For example, if you have 30% spell haste for beneficial spells and 15% spell haste for all spells, then a heal spell would be hasted 30%, and a nuke would be hasted 15%.

Same as wearing two different haste items . .
