It takes some time, but 1-4 lb.'s will show up on your hook eventually.

Here's what I found skilling up fishing 10-200 on a new level 85 Heroic character in Natimbi with Saltwater Tuna and Saltwater Crab. Skill levels are approximate; it's hard to tell exactly where the cut-off is with rare sizes, especially with your skill level continuously changing.
1, 2, 3 lb. = 0-175 skill, always rare
4, 5 lb. = 0-199 skill, always rare
6, 7, 8, 9 lb. = any skill 0-200+
10, 11, 12 lb. = 100+ skill
13, 14, 15 lb. = 150+ skill, rare
I did not skill up past 200 (unmodified) skill, but I think 13, 14, 15 lb. sizes might get more common then.

Ok so these fish check against your fishing skill in order to determine which version of fish it gives you?

Thanks for posting that, I was going insane trying to catch em with a maxed skill also. I tried my mule like you suggested and had similar results. Thanks again I'd prolly still be sitting in Natimbi til 2010
with a skill of 200 in fishing smallest i caught after 3 hours was a 6 lb tuna..
So how do you catch a small fish???
Use your mule
after 30 minutes with a 0 skill in fishing ----(4) yes 4, 4 lb tuna plus daggers shoes and 1-2-3 lb tuna.

So far My 31 Pally has gone from level 1 to level 25 in her fishing skill and caught 1 4-lb. Tuna
