Aye, it does drop from the Fabled Magus Rokyl. We got it a coupla nights ago. Took about two groups in and killed four uncamped nameds there, three of em close to Fabled King Tranix. Rokyl is not terribly tough, but is right next to Naggy, so was a tricky pull.
We then went to OOT and killed the Fabled Allisaraus Lizard-guy and while we were rolling on the loot he popped again. Same thing happened a little bit later with Grimfeather in North Karana. So, we got eight fabled drops in a row off uncamped beasties.

Rokyls Channeling Crystal has Extended Enhancement III, this doesn't? They should throw on Extended Enhancement IV.

I saw this link the other night, pretty sure it does have EE4 on it, will be clearer when they get a Screenie up.
