After fletching a single rock, it produced 1 stone. the next combine of one rock produced 2 stones.
the combine alternated between 1 stone and 2 stone on a combine of 5 rocks which yielded me 9 stones.

The amount you get on a combine is based on two things.. a random factor, and your experience with using the recipe. The more you repeat it, the higher your chances of getting extra output.
Eventually you will always get 2 output, and sometimes 3. Keep on repeating the recipe and you will end up always getting 3.
Getting to this level of output does take a lot of combines.
The same algorithm applies to all the recipes that you learn from the Abysmal Sea progressive tradeskill quests.

Strange, I actually saw 2 of those drop from either a discordling surveyor or a discordling architect in riftseeker's sanctum tonight. 2 off same mob's corpse. Was ice part of zone, never seen em drop previously. Yeah i know it's for god tradeskills.

Where are these babies found?
Refined from chunks of taelosian rocks, which are rare, random drops from any GoD mob in the lower level zones.
The Refined is not a drop, Chunk of Taelosian Rock drops and you turn them into Refined (the receipe is above).
Taelosian Stones also dropping off mobs in Riftseekers. Not chunk of rock either.
