I know that I'm replying to a post that is over fifteen years old now, BUT, you cannot fish 1-4 lb. tuna in GoD zones (Abysmal Sea, Natimbi, etc) with a HIGH fishing skill. In opposition, you cannot fish any 6-15 lb. tuna with a LOW fishing skill. Basically, if you send a an alt/mule over there with a fishing skill of 0-25, you'll get 1-4 lb tuna in no time at all.
As a slower alternative, you can also go to The Buried Sea and fish 1-4 lb. tuna with a high fishing skill. This route is not as fast, but you will catch low lb. tuna eventually.
