When I try to use it I get the message, 'You are not sufficent level to use this item' I am level 42, so the proc must be above that.
Since you say your friend is a lvl 54 ranger who gets the out of charges message, I would say its a bug. I really doubt that VI would have an item drop in an event like this and 'nerf' it right away. We should /bug report it in game. They will probably get around to fixing it, eventually.

Durring the last patch they said a few items, and listed them, were giving the error out of charges and to /petition for a GM to replace it for a fixed one. They listed the donals BP and one other item, but not this item. Maybe they didnt know it was also bugged, see if they can replace it if not bug report it and they will figure it out.

A friend of mine, 54 ranger, got this item and when he tries to proc it it says out of charges. There is no charge amount and he didnt get to cast it once. Anyone else having this problem, veriant nerf it right away or it a bug?
