Planes of Powerwhy the hell would this be for other classes than Necro if it is only for dots? What a waste.
I am talking about the effect, still has great stats.

Both mages and enchanters have some baby dots. Not nearly as good as necros but they do some major damage for the mana with this.
Killed him a few times, Necromancer got the wand every time. A necro can use about 9 dots compared to a mages and enchanters 1 during the high-end game so it's usually hands down.

25% damage boost to dots. Necros and other dotters that can use this will LOVE it.

If this is the one I saw the other day, it actually has little fire partical effects like a epic. Definately made me stop and inspect.

Yes, I just Saw "Wand of the Icestorm" today (not yet listed on Allakhazam) which has particle effects like an epic, hehe made me inspect also
I believe what you saw was the Wand of the War Wizard, although I'm not sure on that.
And yes, it is a nice particle effect :)
