This item seems to reach it's cap in stats at 400 total skill points shared between the 2 skills. I got there at 220 begging 180 alc on one character, and about 200-200 on the second. i have not tested trying to get 400 in just one of the skills.

While the stats shown are the normal maximum, wearing Beer Goggles which give +20% alcohol tolerance will increase them.

I knew I maxed my Begging and Alcohol Tolerance skills for a reason! Now I just need to buy GoD...

Well, it is a charm, and I am only speculating here, so I could be FOC. But... Maybe Nortlav the Scalekeeper? I know if I was a dragonslayer that got my rear handed to me by dragons and then got banished from my kingdom... I would become a lush too!

You need to recheck your Nortlav Lore.
He didn't get his rear handed to him by dragons nor did he get banished from a kingdom (he was an Erudite... what kingdom?)
His ghost now sits at the bottom of The Hole after his fateful battle against the Guardian of Underfoot, Master Yael.
He aided the "Protector of the Ruins" in defeating Yael but at the cost of his own life. The Protector thne placed the Guardian of the Seal to keep any of Brell's minions from coming through that portal ever again.
