My guess is these crappy GoD items mainly for turning in for tribute points since they are so common.

So many items that has the REQUIRED or RECOMMENDED on them usually are crap for the levels that can use them. This would be a fine item for a low level, assumeing it wasn't required 50.

Except for the +mana and +endurance, most Natimbi drops I've gotten are crap for the required level they have, some are ok. I wouldn't equip my alts with most of it even if it didn't have those required levels.
