why talk about procs here?

none of the proc crud ya talkin bout matters to me on this post fer a weapon that doesn't proc. what would be useful is what is needed to craft the darn thing.
Procs

Anyone interested in how weapon procs work, I suggest checking out the Steel Warriors forum.
They've done TONS of parses that have over time proven that pretty much every weapon will proc twice per minute. That's not including weapons with an innate modifier to their chance to proc, like cleric hammers, Bloodfrenzy, and a couple others.
Now that's all based on parse info. I still think just looking at your screen will make it look like you're proccing like a madman. ;)

looks like one heck of a trainer weapon. Super low delay and a type four aug COULD mean a nasty procing weapon too but i am unsure if there are any quality type 4 augs you can get at the wayfairers camps

Delay actually has no effect on proc rate. Procs are based on dexterity and any innate modifyer the weapon has (Like Cleric hammers)

Whether you have a 50 delay weapon or a 5 delay weapon, you'll proc the same average amount in a given time. So, you actually have less chance to proc on any given hit the *lower* the delay of your weapon is.

Ummmm....not quite. It is true that delay has no effect on proc rate, and that procs are based on dex and/or an innate modifier. You got that part right.

This however...

qouting fanonfaythunder: "Whether you have a 50 delay weapon or a 5 delay weapon, you'll proc the same average amount in a given time. So, you actually have less chance to proc on any given hit the *lower* the delay of your weapon is."

...is so very, very wrong.

you said yourself: "Procs are based on dexterity and any innate modifyer the weapon has (Like Cleric hammers)"

Therefore, over a 1 minute period a 5 delay(unhasted) weapon has 120 chances to proc while a 50 delay (unhasted) weapon has only 12. So over any given period of time the 5 delay weapon should proc an average of 10 times more than the weapon with a delay of 50.

I think you are interpreting this wrong... what he is saying is that per swing, a lower delay weapon has less chance to proc.

Using your own example, say the the weapon will proc once per minute.

With the 50dly weap (12 swings per minute), this is 1proc / 12 swings
(8.33% chance to proc PER swing)

With the 5dly weap (120 swings per minute), this is 1proc / 120 swings (0.833% chance to proc per swing)

Therefore, the higher 50dly weapon has a better chance to proc per swing (8.33% vs. 0.833%), and he was correct.
However, this is all very trivial, considering "procs per swing" is a useless measurement. "Procs per unit time" is a more viable comparison.

I think one of the things we're all missing here is that EVEN IF the thing only procs once per minute .... you still get 120 swings!! With any reasonable skill level that could mean 120 hits, which isn't bad. But the original post referred to this as a "trainer weapon" ... which means that in one minute's time, you get 120 chances for a skill up. Nice, if you're working on your H2H skill.
