Yes. the +8% dodge mod modifies your skill. ID1 improves your chance to dodge after skill is computed. So if you had a skill in dodge of 200, which meant that you effectively dodged 10 out of every 100 attacks, (10%), with the +8% dodge mod your skill would be 216 and you may dodge 11 out of every 100 attacks, (11%). But ID1 multiplies your end chance to dodge, so it would take that 11% that you get from your 216 skill in dodge and add 10% again to it... so you would have 11%*1.1= 12.1% chance to dodge instead of 11%.

Yeah but fast feet let you bounce around to dodge..
