My personal experience doing this for two characters on Mangler TLP server is that it's fairly rare. There are approximately 10 restless souls that spawn at the camp and for the first character I did the quest on, I cleared the camp probably 5-6 times to get 4. Didn't seem all that rare. I'm now doing it on a second character and have cleared the camp 5-6 times and gotten 1.

Spent 2 days straight, 6AAs and 98% exp and not 1 single drop. I hope everyone at SoE aquires herpies.

Every day I (66 Druid) stop in to Natimbi and kill 8-10 of the Restless Souls, got one to drop first time in, have killed at least 100 since, no drops. At least they are still Lt and Dk Blue and you can't beat the foraging here.
I too have found these drops to be pretty rare. Over the past several days I have visited Natimbi a few times to solo with my 56 Druid. I have had 1 spectral essence drop from 70 kills so far. The xp is not bad and when I finally get all 4 drops my lil ranja will be happy to have a new 1HB.
This zone is an awesome place to kite at mid-50's levels. The animals will not aggro you unless you are attacking, dotting, etc. another animal. Stick to the restless souls, nocs and mastrugs and you will have no problem with adds. My favorite camp here is the 4 nocs / mastrug that spawn around the tower on the hill right across the river from the magus. They hit hard, but are easily kited and offer great xp.
If you accidentally aggro the Fierce Cragwalker, I have found that he rarely resists my ensnare spell. Snare him, run for a bit and gate out. Then just port right back and continue where you left off - for druids at least.

I have been killing Restless Souls for 3 days non stop with my druid in hopes of getting the hammer for my beasty. I have seen not even ONE drop for me. On the plus side I did get a Talisman of the Spiritseer off a restless soul (I got anouther 1 hours later, thanks Tunare my Beastlord was camped close :) )
Anyway, I have seen this drop for other groups, just not me. Also at 54 my druid has leveled to 55 and almost 56, so this is not exactly horrible.

My group camps these on The Nameless every Tuesday for 4 hours. Not so much for the drops as for the expierence. In the last 16 hours (last four Tuesdays) We have gotten 10 of these to drop. We got 3 this past Tuesday in about an hour and a half. So yes they are rare, but put a little time in with a group so it's not so boring, and you'll have yourself a nice weapon. Mine is going on my monk.... Later guys.

Update; In 5 days of camping these I have gotten: 2 Spectral essences, 2 levels, and 3 (yes THREE)Talismans of the Spiritseer. SO these are Rare, but I like this camp :)
A few guildies and I camped the ruins in Natimbi today and the Spectral Essence dropp'd off almost every single undead. I know for sure we got enough for like five quest. They may have changed the drop rate. Go my mace, prolly gonna use it over my Adjutant's Saber.

why on earth would you use the mace over the adjutants saber? The dps on the saber is definately higher than what you would get from this mace. Sure the proc on the mace is nice, but you can keep agro better with the saber and put out more damage?
the other disadvantage of the proc on the mace is that it is line of sight, if a mezed mob is between you and the melee mob (which does happen) you can accidentally wake the mezed mob, or if a player is between you and the target (a more frequent occurance) the proc wont even land.

ok i was camping all day and nothing at all =(.
Yes they are NODROP. They are also Insanely Rare. I got one from the 5th ghost I killed, and I've killed probably 50 more (conservatively) and havn't seen another.
Another day, another zero Essences. wow, these are rare. Easily 100 killed now, 1 Essence.
Got all 4 in about 50 kills. Maybe its luck.

It's always luck. Got 2 in 3 kills lastnight... after a dry run of about 40 or so ghosts.
According to Lucy, Spectral Essence is No Drop.
