Quest exists and is indeed attached to an NPC. Here's a hint, "Honor".

Spent an hour trying to check this one. No such luck. have you verified the factions and if its related to another quest. (IE. Key to A'D)

Well the mob isn't up normally (took me some time to dig through to find the right one) and to be honest, I don't know HOW he pops in the first place (and I'm not how to find this out frankly). I do think, however, that he is part of another quest or obviously some other trigger. I can tell you that when he does pop, you do need to have a certain item on you at the time for the symbol turn in. I'll try to figure out his spawn mechanic but this will take quite a bit of digging...

Ok, I figured out a way to find out how this mystery NPC spawns. Essentially he spawns at midnight and depops at 1am (pretty sure those are the times). Another hint = for the symbol quest turn in you need either of the following on you:



Orb of .... or Battlecloak of ...

I found only a Battlecloak of Lost Souls which drops in Plane of Torment. I doubt that many people will have this cloak.
Orb of is not easy to guess since there are so many orbs of ... available. Maybe orb of marr but this is a common drop with no stats. Very strange that you need either one of these. Anyway maybe someone will find the quest giver with those clues.

Hmm, maybe this quest was broken in more than one place. I'll have to see if these items even drop. They exist in the database (and in fact I can create them in game) but I can't easily find out if they drop. More research required!

Ok, I had to enlist the help of someone infinitely more knowledgeable than I. This quest is busted as the turn requires the player to have one of two items, neither of which drop in the world. I'll have to figure out what to do since just removing this requirement might unbalance the reward.

....Oh, and I'm going to remove the requirement of those missing items, so you should be able to turn in those symbols and get your reward. This won't be live for a bit of time but as a bonus, the reward item will actually get a boost in stats since it's kinda sucky ATM.

Symbol of Ducee Cupidon, dropped from A Horrifying Vision in the Argan's Suffering quest in Plane of Torment today. Was the only Drop and Argan wanted nothing to do with it.
