newb = newbie = new player.
In other words, if you had just started playing, were actually level 30 for the first time, and had no one giving you better stuff, this would be a good item.
However, those who have been playing for 3 years and have several characters that are 50+ probably have something better rotting on a mule.
On the other hand, the +10 FR isn't so bad. I might throw this on my monk to get ready for a naggy raid.
