You need get a "Warded Courier's Satchel" from a Lt. that only spawns when the Vah Shir hold Grimling Town. Not sure which of the 2 Guard Orders are needed. I think that you need Guard and Bloodguard orders. I have 4 different orders, but no BLoodguard.

I have a set of these and no clue what they are for. I tried handing them to all the NPC's in the Var shir camp but none would take them.
