It is now a guaranteed drop each time you defeat Xegony. Prior to the 2006-09-27 patch, it was a rare drop.

There was a discussion about this on the Sony EQPlayers forums, during which one of the developers agreed to increase the drop rate to be a guaranteed drop. I cannot find a link to that thread at the moment.
How many drop at once, I do not know.

One per kill. As of last night heh.
I got it tonight...they are Extremely Rare and you have to have all 4 to make it worth anything...but hopefully in time I will get the other 3....in 10 kills of Fenin Ro the Essence of Fire has yet to drop, this dropped on my guilds 2nd kill of Xegony...

LOL, it does not drop from Xegony. You get it from hailing the projection.
no it is a RARE drop from Xegony, and is used in a quest, each elemental god drops a similar essence...what you get for hailing is part of the PoTime key, they are TWO different items...
Amorphous Cloud of Air is what you get for hailing the PP...
