Have been looking for clear direction on the Augment type # and if they can be placed in only equal value slots or higher. If that is the case, FT 1 item, recommended for level 55 is fine, but Type 8 is PoT gear. Do the requirements for this Augment make sense?

Items with augmentation slots only accept augmentations with types that match the types on the slots. There's no "this number or higher" mechanism going on, meaning that, barring other restrictions such as equipment slot, weapon delay, etc., a type 2 augmentation will only fit in an item with a type 2 slot, not an item with a slot that's type 3-8.
Type 8 is indeed (currently) only found on gear from Plane of Time and Time-level raids. The recommended level doesn't make much sense to me, since you must be level 65 before you can zone into Time.

Type 8 is also found on LDoN raid event items and epic 1.5/2.0
