They are worth about as much to players as fine steel weapons are. They're just about as easy to get, so no one pays for them.

These are also used for a quest in Ak'anon. Some guy behind the casters guild, next to a mechanic, asks for two to get a reward. Not sure what the reward is because I haven't done the quest yet.

Do these offer any special benefit? Or is it just a way to loot a horn rather than buy?

Yep, they say that the bonus gained from this instrument can be up to 15% over the standard flute. Don't know if this is true (being I'm just starting a Bard) but it's worth trying anyway.
