oddly enough, the pic doesnt show it as bard useable.

We got one of these off of a Frolicking Performer behind the curtain in the theatre (back room, left side). He was a little bit tougher than the other mobs there, mitigated slow and hits for 525 max.

If it didn't have Int on it, I might agree with you, but there are a LOT more good items that a Bard can get instead of these. If the item could also be used by Bards, I'd probably let one roll on it if it dropped during a raid I was leading, but NO WAY I'd award one outright to a Bard over an Int caster.
