This conclusion comes with several different reasons. 1st, Bards have been complaining about not being able to put out enough damage. This 16dmg weapon will help that and the proc as well. A bard post level 60, now gets an aa in double attack. Rekon it was done due to all the complaining as well. Since this weapon has CHA and INT, the main person for this weapon is a bard. The only reason that it has others able to use it is to keep the other classes from bit*hing about it.
actually there are times where you WANT to taunt as a bard..... and this weapon doesnt seem like a high taunting weapon.... i have a Malevolent Runeblade from VP and the proc is similar, 80 pt dd 20 pt dot over 4 ticks, and it generates little taunt..... that being said, i most likely wouldnt want it unless no one else was there.... im not a fan of whips, i prefer swords, rapiers, and large daggers :p
This item does seem to be a very nice item for a bard, until you look at the proc, a dot stacked with all the songs we play would create ALOT of taunt, and any bard worth his instruments knows that taunt is something us bards try to stay away from. Stats are nice, as is the ratio, im just kinda "err" about the proc. Main-hand, no, secondary weapon, perhaps...
I guess it all depends om the tank in your group, if they can keep the taunt than more power to yah (and the tank) but just be careful, and well, just, make sure you have a cleric around =P

The DoT is 50 pts of damage/tick for 4 ticks...a "whopping" additional 8.33 dps for 24 seconds. If your main tank's taunt cannot offset that small additional dps, then you are probably so much higher level than him that your group makeup is odd anyway. At that point, a skillful bard will know when to step back and return aggro to the main tank (whose AC should be so much higher that they're taking much less damage from whatever you're killing), saving the healer from having to waste mana on you.
Sure, if this weapon were attainable (and wieldable) by a level 46 bard and was grouping with other lvl 40's, he might have an aggro problem, but by the time a bard can get this, any semi-decent tank at those levels should be able to keep aggro from the bard under typical melee situations (unless the bard is specifically trying to get to the top of the hate list for some reason).
I sure would like some new stuff for chs that are attainable at like lvl 20-40. Seems like all the new armor and weapons are for 55-65. Makes all you do till you hit 50 is try to lvl so you can play
Planes of Power was designed for the upper-level players to begin with. Other than Plane of Knowledge, the planar zones require you to be at least level 45 or 46. To put lowbie armor/weapon quests in zones that a lowbie could never go to would be counter-productive. Besides, there are a *ton* of 20-40 armor and weapon quests out there, especially since Luclin, and later the newer lowbie armor quests.
Actually, PoP put in several items for lower level characters. Go do the Museum quests. Most of the items are obtainable from the "regular" world by level 30. And all of the items have some Focus Benefit. It took 15 minutes (for a level 40 shaman) to get all the materials needed for the ring, which has preserve mana 2 on it. So although PoP was designed for higher level characters, it did provide some smaller benefits to those who arent there yet.
In Everquest, all the characters kill their enemies for 60+ levels, most of everyone's logged time into the game is in fact spent in killing enemies and in combat.
