More than likely the effect won't "Stack" to give a higher percentage chance of the effect working. I bet there is more of a chance that the "Roll" would check both items to see if a reagent would be saved. I have seen nothing posted that clearly describes this condition though.

Since there is no mention of "stacking block"
I assume if two items are worn with this effect
the decreased chance in using reagent is 30%-??
