Added this to my Black Bastardsword as soon as I saw it. As a Shadowknight that does a lot of tanking, every little bit of aggro helps, and the proc, even though it's small, is better than nothing. (Besides, you can always upgrade later when you get a more powerful augment).
As far as how often it procs, it seemed to go off about the same rate as my other procs (Mental Corruption and the Terror of Darkness that is on the sword to begin with) Sometimes up to 3 times in a battle, sometimes none. Like all procs, Dex plays a big part.
My verdict: Unless you have a better augment available, get it and throw it into your wep. It's only 20 AP, after all.

Can this be added to a weapon that already has a proc?

Yeah it can as long as it has an augment slot open :)
This is a nice little proc for only 20ap points. bets Velium procs that do about 15 max....that is unless this does not proc often
