This have a golden plate look similar to the golden efreeti boots. They are dropped by Noble Djorn and the Overseer of Air. They are extremely rare and I have only seen them drop once out of the many times that I have killed Noble Djorn. My enchanter wears these right now although the stats are horrible, but I wear them for the plate look along with my Golden Efreeti Chestplate. The only other sleeves that I know of that have the plate look are Sleeves of Power which drop in the Scarlet Desert. The Golden Efreeti Vambraces have better stats, but I own both.

If they're dropped in PoA, then more than likely they're NODROP.
