Aye I didn't notice that at first as well but there are some cheap cloaks to put this in.
Torn Slave's Cape - 100 in EC AC:8, Wis:4, Int:4, Mana:25, DR:15, type3 Clr, Dru, Shm, Nec, Wiz, Mag, Enc (I know this is only Casters/Priests but its the cheapest to get if you are one of these classes and want the haste)
Cloak of Cohesive Sand - 192 in NRo AC:8, HP:20, SvF:7, DR:7, CR:7, MR:7, type1,type3 All
Faded Sorcerer's Cloak - 130 in EF Lore, AC:8, Str:2, Dex:2, Cha:2, Wis:2, Int:2, Agi:2, HP:20, Mana:20, PR:3, Wgt:0.4, type1,type3 All
Bloodied Cloak of Deepest Guk - 220 in SRo AC:9, Sta:8, Agi:8, HP:45, Mana:45, PR:15, type1,type3 All
There are obviously other choices if you want to spend more but all I can seem to find in the low price range is Back items. If you want a whole list theres one at LDoN Merchant List at RPG Expert. Enjoy!
theres no way this can be 50% haste at lvl 49 the soulscream belt is way hard to get and is only 31% sony wouldnt give us this simple item. its out of charictor for them or even verent
I think what he means is if you put this on something that already HAS haste, say 40% haste, would it go up to 61% haste when you put this on it. I would likr to know also
Yes... and if you could find a way to get 2 haste effects in the same thing it would not matter because the belt would look like this.

This would mean that that the two effects act seperately (because the only things that don't work seperately are the stacking FX: FT Veng Regen I-IV) sort of like if you put a Vampyre Talon Proc into a Sword of the Crypt Keeper Which you can do, it will seperate the two out. This would mean that since you only get one Haste from Items only one of the hastes would take effect even though they both on the same item.
Negative, Haste % is based on the level of the "caster" (it is a spell), hence SoE can set the level of the effect to make the item the level of haste they want.
Velium Swiftblade is the only changing haste item that comes to mind, where it used your level to determin the haste %.
