With the augments you find along adventures, you can make this thing really good. Add a 5+ wis or int augment and regeneration augment(40 points in butcher)and you have a great neck item =)

Actually thinking the 10 wis augment and the Flowing Thought one Augmentation bought from Tak. Takes quite a few points but bumps the wis to 15 and flowing thought is allways nice!

Very nice for the low point cost, and has the type 3 slot for effects. Thinking I might be buying it and the Flowing Thought 1 augment today.
