Dropped for me today off of named, Effuse Construct in Everfrost LDoN.
Dropped two tonight on the same level 52 Miragul LDON, each of them was on "a confused miscreation". Like everyone else here, though, I have no idea what it's for.

Dropped of something in EF i forgot though, nobody knew what it was for... time will tell perhaps. group was lvls 54-58 or so if that helps at all
Still seeking a use...
Got one off of a singing malformation in EF dungeon. I tried giving it to a few people in EF and Sro camp as they talk about "strange stones" but they just hand it back. Going to check other camps later.

Checked other camps and I didn't find anything useful. Mordan Rasp is gone so I think I need to seek him out and talk to him. I wonder if he is in that new patched zone that is for the next expansion.

Morden Rasp is now in the new Zone "Nedaria's Landing", west of Jaggedpine Forest. The entry is behind the oracle through a partly flooded tunnel.
