This appears to be a global ultra rare drop just like in the old days. "Random drop off ANYTHING i repeat ANYTHING level 35 or above."
You cannot "camp" this item. You just have to kill level 35 mobs or higher and get lucky. Spectres do not appear to have any greater chance to drop than any other mob of the appropriate level.
Do not camp spectres expecting a box, expect scythes.
Also: Recently got one from someone who confirmed it dropped for him in the Hole.

Seen and lost roll twice on this in The Overthere in the same week on Agnarr during Kunark era (pre Velious). XP groups not far from the Skyfire ramp.

While this box no longer drops, it is no better than a tinkerer's pack, and in fact weighs more. A reasonable price would be 4,000pp. I still have one, so confirm they are still in game.

People will pay what they want, and since the item is "rare" some people will pay tons of money so they can have an item that GMs gave out during an event.
But since a Tinkerers Bag (or whatever) is available in game for around 5-6k and has the same stats, the item could not be argued to have 50k worth of utility. So some people would say it's worth 5k, or whatever.

Something very similar is coming when you buy the expansion for Lost Dungeons of Norrath through the software partners but not online. Read the post that is up today.

10 slot box 100% weight reduce all size items. Random drop off ANYTHING i repeat ANYTHING level 35 or above. It was a really rare drop and got taken out in 1999 late or early 2000.

I had one at one time - sold it for 1k - i think they have been removed from game - I got mine from the ogre guards out front of Oggok

box has not been taken out of game it just no longer drops, I have one on three different of my characters =) and yes they do hold giant items, everything and anything will fit.

This box holds giant items. Never found anything that didn't fit in it.
