dont mean to sound simple but does this mean if you add this to a weapon ie a 9/23 it would make it an 11/23????
and will this dmg also effect backstab.

Nope, it only works on weapons with delay over 30. You would not be able to put it on a 23 delay weapon. Also, since most dropped weapons only have type 4 slots, I'm pretty sure this will only work on the ones purchesed with adventure points.
However, if you were to add this to a 15/30 weapon, with a type six slot, yout WOULD become a 17/30 weapon.
