Has anyone tried putting one of these on a bow, best I can tell it should work, just curious if anyone has done it.

My bro has this on his Featerwood Compound. Heh. It goes off all the time. IMO a nice addition to that bow.

How does this work on an item like this, where the level is recommended, not required? Do you only get a partial of the 150dd proc? Do you simply get a message that you aren't high enough level to use this effect until level 65, like with velium weapons pre-lvl 25?

It means it changes whatever weapon you put it in to a Rec. Level 65 weapon.
So, if you got this at level 33 (for example) and put it in a 12/22 weapon that had +6 Sta & +30 hp, you'd end up with...
A 6/22 weapon that gave you +3 Sta & +15 hp. At least until you gained more levels.
