This was a nice little drop for my makeshift band of BARELY level 65s. We got it off of a named on hard level and got booted from the dungeon AS our cleric was looting it... not a second to spare! As main tank and looter, I didn't even allow a roll because I knew time was almost up. I shouted for the cleric to loot it immediately, and he did so in the nick of time. I don't care what anyone says, clerics need mana more than any other class... if your cleric is OOM, then your tank is dead and its all over! We failed the adventure, and a few casters were whiny about me giving the cloak without a roll. Hopefully they will get over it in therapy. I'm sure they would have been happier if it rotted without anyone looting 
Hehe I'm sure nobody wants to get into this... this kinds of discussions go on for ages but I would like to bring to your attention that druids (which I am not and don't even have an alt of that class) often make better use out of the FT. 0 FT Cleric can still keep an 8k Tank healed on a Hard LDON and never drop below 85m...
Ever try that with a druid as main healer... it takes one hell of a good druid, usually FT15, all FT AAs, and a few other tricks up their sleeves to even be able to do one without taking a couple of med-breaks.
Clerics get many Mana Regeneration buffs that stack with almost everything... including Yaulp which is the envy of anyone know really knows how good it is...
Finally... a Druid knows how to use the mana much better than a cleric. One reason the Clerics are always above 85m in regular situations is because after heals, pet hammer, and possibly an occasional stun they really don't/can't do much in an intense group situation, especially when worrying about agro.

Has anyone seen this lately? I've killed at least 30 lvl 65 hard ldon rares in the past week and not a one. Just bad luck? Or did they perhaps take it out?

Won the roll for this last nite, it was off an "Escaped Harrower", a big ole brown bear. Avg group level >=63, High Difficulty, Rujarkian mission.

Just dropped for me from a "Steelslave Strategist" on a lvl 65 hard ruj.

Lucky part was that it was no drop and I was only non guildy in that group the rest of the group was from a guild which is the best on our server and have mostly POT items.

That's fine, this is a back item, 8th shawl is shoulder slot.
