I've seen it for sale on Xegony for several days now, and the guy has two. He's asking 5k! for it.

If its the No Drop one from Castle Mistmore, you turn it in to Heyda the named Bard so that she aggros and you can kill her for phat lewt.

He's looking for a sucker. These drop fairly regularly in Mistmoore LDoN dungeons, and sell to vendor for less than a plat (less than 2 gold iirc). No known use so far. You could probably find them on Butcherblock Adv. camp merchants or others nearby.
1sp or so, even with 144 CHA. Presumably for something, but who knows what.
