The quest page says to turn in burnt and frost
book to bar keeper in Neriak.
I don't know if that works, I turned in books
to Rineval Talyas in North Qeynos.
Burnt dropped by Severilous and Talendar, frost by Gorelious.

This is a detailed quest for the fierey avenger and cannot be purchased...some items may be mq'd and thus purchased, but you will be hard pressed to find someone willing to part with the items necessary to complete....there is an alternate quest avail for advancement into the epic 1.5 for paladins

I am Posting in the hopes someone who just did or is looking to complete pally epic one the old way somehow gets there hands on this and post if it has gained a combinible flag, any info would help greatly, well your caster who has clicky phylacerties will thank you p.
this is not a drop, you have to buy or collect the pieces for and item called Book of Scales. You then take this "Book of Scales" to the Oracle in Ocean of Tears and he will give you the phylactery.
