Actually I would say chain. Looks like fishnet stockings on my Ogre SK......and yes it is NOT all that cute looking.

Got these last night off and Champion Bruiser, or somthing like that. Being a 62 SK, i think they are pretty good. I was wearing Kylong Shin Guards before this, so it was a 3AC upgrade, and i took a -5HP, but gained some mana, resists, and some Str. So yeah, i think they are about right for lvl 60 Requirements.

As far as bards go these are about as good as ornate without click speed. Considering these are dropable I should hope thse would be rec lvl 60 or every shmoe in bazzar would sell them over 80k. I don't have sol ro access yet and I'm not going to pay overpriced platinum rates on ornate molds when in first three tiers you can loot gear bout as good. Spiked Arms from PoN hedge boss, Diseased skull case from Carpin, Ironmail Gaunts from Armorer in Tactics, Steelslave Bladed Boots from EC, Wind-Worn Chestplate from South wing named in BoT. No more then 2 ac difference on legs, 3 from bp...minimal stat and hp resists differ. No effects but can aug and get the benefit of resale when you get uber planar no drops.

These are not sub par by any means. Yes cultural has higher AC (by 2), but these have better stats and actually have resists. I'm looking at this from a bard point of view, so the stats fit nicely. When evaluating whether they're worth the 12k they go for on BristleBane, I looked to ornate legs. Other than the clicky effect, these are quite comparable and about 30k less (yes, ornate does have better stats/ac; I said comparable, not equal).
The new armour from ldon (eg. Architecht's Bejeweled Chestplate and Steelslave Bladed Boots) are really driving the price of cultural armour down. Seems like they have a bit less AC (by maybe a couple points) but better stats and resists. I spend a lot of time duoing caster mobs, so I'll gladly give up a point or 2 of AC for decent resists. As far as the resists aren't important debate, for one person they may not make much of a difference, but for what I do, they help a lot.
Anyone want to buy a set of heraldic legs and boots cheap? ;)

Another interesting point: I just did a search in the bazaar on 7th hammer. These are the highest AC item that came up. My parameters: BRD/VAH/legs/AC

Being usable by my race/class makes it somewhat more valuable to me. Not sure what cultural armor is for vah shir that a bard can use, but I don't see any of it for sale right now.

So, what you're saying is that they are good for the level (as good as cultural, just slightly different skew to the stats) but not very good for resale.

Sounds like good loot to me. Why are you focused so much on re-selling them? If your group has better, then grab em and re-sell for a little less than the cultural stuff, but those who do not have better are going to really appreciate this drop, no?
