This part of the quest doesn't exit anymore (not unless Sony decided to go back to the original Vah Shir class quests with LDoN launch). Now instead of this you get Officer's Cloak of Service, and btw, the Hero cloaks are no longer available either. Thank Sony for nerfing a great quest item.

Think Tradeskills 8o) int is succsess rate wis is skill in crease <<and for those who will want to flame me i tried tailoring with my drood <high wis> and chanter <high int> and both are 200 and i feel that it is true>>

No one would need to flame...
Just to say...that the people who made the game have stated (and now it shows on the char creation) that it is higher of INT or WIS (or other stat if skill has eg. STR for smithing) that aids skill ups for tradeskills. Stats don't effect success rates, only skill or specific class AAs do.
