This does spawn on TLPs in the PoP / LoY era. Found exactly at the /loc listed on the main body of this post.
With the revamp of South Ro this is now located at 1345, -340 still near Rathmana
I found the pouch of sparkling dust on the ground behind the tent of Rathmana.
