This should be perhaps reclassified as an uncommon to rare drop, had to kill nearly 20 of the hoppers to get the first one to drop, and for the quest in question you need ten such leaves. Shamans need it to get the ceremonial strainer from Merchant Ahlam in the Tavern for their part in tthe Sonic Wolfbane weapons quest of Beastlords a multi class co-operative quest that needs skills from Beastlords, Shamans, Warriors and Rogues.
